Along the way the programme will intervene to improve the referral system and collaboration between service providers as well as support the services with training and (some) equipment. Support will be given on national level to the benefit of service providers nationwide, but extra attention will go to the specific services available in the 7 districts with special education facilities for CwVI: Akwapem  North Municipal, Wa Municipal, Tano North Municipal, Hohoe Municipal, North Tongu District, Central Tongu District and Cape Coast Metropolitan. The following types if activities will be undertaken to propel change:

• Strengthen the support/referral system, based on assessment of its strengths and weaknesses, and needs of CwVI
• Ensure the alignment of the support/referral system to the needs of CwVI
