A strong lobby by civil society including media and organisations of and for people with disabilities will be set up to make sure that government responds to sentiments in favour of sustainable and accessible services for VI in society in terms of legislation, policies and implementation. The following types of activities are planned:

• Support civil society to collaborate and develop  joint strategies to lobby local and central government
• Facilitate building of evidence for influencing
• Support government to make VI services affordable and accessible
